THE CITY OF LAGUNA HILLS
 

Laguna Hills is built on one of the major land grants developed during the Rancho Era. Following Mexico's independence from Spain in 1821, those who had served in the government or who had friends in authority, were given vast lands for cattle grazing. Rancho Lomas de Santiago, Rancho San Joaquin, and Rancho Niguel covered much of the western portion of the Saddleback Valley. Don Juan Avila was granted the 13,000 Rancho Niguel on which Laguna Hills is located.

In 1874, Lewis Moulton purchased Rancho Niguel from Don Juan Avila and increased the original grant to 22,000 acres. Moulton and his partner, Jean Piedra Daguerre, used the ranch to raise sheep and cattle. The Moulton Ranch was eventually subdivided in the early 1960's, part of which is recognized as Laguna Hills.

Incorporation efforts began in 1987 and on March 5, 1991, the goal of incorporation was finally achieved with 86% of the residents voting in favor of forming the City of Laguna Hills. On December 20, 1991, Laguna Hills officially became a City.

On November 14, 1995, the City Council approved annexation of the North Laguna Hills area, which became part of the incorporated City on July 1, 1996.

On September 18, 2000, with the overwhelming support from the 1,800 residents, the "Westside" Annexation Area officially became part of the incorporated City. The annexation added 149 acres of residential land, which includes the Aliso Viejo Community Association's Sheep Hills Park.

Special Events
Special events such as Mr. Bunny and Friends, a Ghostly Affair and Breakfast with Santa, just to name a few, are offered by the City each season. In addition, each year the City hosts a Fourth of July Celebration which draws a crowd of over 10,000 participants. Circle of Friends
Circle of Friends Programs are provided for individuals (13 and older) with disabilities. Activities are designed to foster social skills, increase leisure opportunities, and create friendships while enhancing developmental needs for teens and adults of all abilities. Programs include dance classes, bowling night, social dances, and more! Teen Programs
The City of Laguna Hills offers a variety of Teen Programs for youth ranging between twelve (12) and eighteen (18) years of age. From drawing and painting, to karate and tennis, there is something for everyone. Programs such as Teen Camp and Surf Crew, along with dances for Middle School students are offered by the Community Services Department. Teens Make a Difference
Teens Make a Difference is a volunteer program offered by the City of Laguna Hills that will be helping those in need around Orange County. In the future, Teens Make a Difference will be volunteering at the Orange County Food Bank, packing food boxes and getting them ready for shipment to low income families, as well as partnering with the Surfrider Foundation in local beach clean-ups. This is a great opportunity for teens to earn community service hours and will be an ongoing program throughout the school year. Interested volunteers, between the ages of 13 and 18, may pick up an application at the Laguna Hills Community Center, or contact Todd Smyser at (949) 707-2690.

Memorial Day Half Marathon
May 25, 2009

This favorite Memorial Day running event takes place in the beautiful Orange County cities of Laguna Hills, Aliso Viejo, Laguna Woods, and Laguna Niguel. Runners and walkers of all experience levels are invited to come out and enjoy the Memorial Day festivities!

With a half marathon (13.1 miles), 5K Run/Walk (3.1 miles) and a Kid’s Run (1/2 Mile), there is something for everyone!

Costeau Park

Residential park located on Costeau Street off of Alicia Parkway with a history - the monument reads as follows: 'This prehistoric giant ground sloth represents the Ice Age animals that flourished here 40,000 years ago. In 1965, sloth bones and teeth were recovered from this site with the fossils of bison, horses, camels, mammoths, dire wolves and saber-tooth cats. These animals lived by a perennial stream, now Alicia Parkway, in grasslands similar to African savannas. Costeau Park was established to preserve the thousands of fossils that remain buried beneath the surface. Historical Monument, Dedicated July 3, 1999.'

Fossil Reef Park

Discovered in the early 1970s and dedicated in 1982 by the Orange County Historical Commission, Fossil Reef Park is a large limestone formation containing shells that shed light on a darkened ocean floor as it may have existed millions of years ago.

Most fossils are of large scallops, clams, and snails - reminiscent of a tropical environment.
